Construction Oversight Manager – Disaster Programs (Puerto Rico)

About the role

Plexos Group is looking for a Construction Oversight Manager to support ongoing disaster recovery programs in Puerto Rico under the Community Development Block Grant – Disaster Recovery (CDBG‑DR) initiative. The role will ensure construction projects are delivered on schedule, within budget, and in compliance with all regulatory requirements.

Key responsibilities

• Manage construction progress to align with contract budgets and schedules for all CDBG‑DR projects.
• Coordinate tasks with contracted Construction Inspectors for each approved project.
• Ensure compliance with environmental clearance documents and health‑safety plans.
• Review and recommend payment certifications and change orders.
• Assist the Project Manager in peer‑reviewing design, specifications, and contract documents.

Required profile

• Bachelor’s degree or higher in Engineering, Architecture, Project Management or a related field.
• Minimum five years of construction management experience, preferably on federally funded infrastructure projects.
• OSHA 30‑hour construction safety certification.
• Fluent verbal and written communication in English and Spanish.
• Ability to work locally from Puerto Rico.
