Construction Oversight Manager

About the role

IEM is seeking a full‑time Construction Oversight Manager to lead site monitoring for subrecipient construction projects under PRDOH’s CDBG‑MIT Infrastructure Mitigation Program. The role involves ensuring compliance with environmental, safety, and contractual standards while supporting the project team.

Key responsibilities

• Manage a team to conduct monthly site visits, monitor construction progress, and verify compliance with Subrecipient Agreements, environmental clearances, and health‑and‑safety plans.
• Review and recommend certifications for payments and construction change orders, and prepare monitoring reports for the Project Manager.
• Provide feedback to subrecipients’ health‑and‑safety officers and assist in developing revision checklists for 30% and 90% construction document reviews.
• Validate that contracts include OSHA‑aligned health‑and‑safety provisions.

Required profile

• Minimum five years of experience in construction management.
• Bachelor’s degree or higher.
• Fluent verbal and written communication in English and Spanish.
• OSHA 30‑hour construction safety certification.
