Program Director

About the role

Tetra Tech is seeking an experienced Program Director to lead the Puerto Rico Public Housing Administration’s Program Management Services for the Permanent Works Program (FEMA). The role serves as the senior leader responsible for overall direction, performance, coordination and successful delivery of all program management services under the contract.

Key responsibilities

• Provide overall leadership, strategic direction and management oversight for program activities.
• Serve as the primary liaison between the Program Management Firm and the Puerto Rico Public Housing Administration (PRPHA).
• Monitor program performance, schedules, budgets, risks and deliverables, ensuring compliance with FEMA, HUD and PRPHA requirements.
• Oversee implementation of project controls, reporting systems, document management and risk management processes.
• Prepare and deliver executive‑level reports, recommendations and presentations to PRPHA leadership.

Required profile

• Bachelor’s degree in Engineering, Architecture, Construction Management, Project Management, Business Administration or a related field.
• Minimum 10 years of experience in program or project management of large‑scale capital improvement, disaster recovery or housing initiatives.
• Proven experience working with municipal governments, public agencies or federally funded programs.
• Fluent in both Spanish and English, with strong written and verbal communication skills.
