Senior Project Engineer – Land Development

About the role

CPH, a top‑500 multi‑disciplinary engineering and architectural firm, is seeking a licensed Senior Project Engineer to lead land‑development projects for the Puerto Rico Highway Authority from our San Juan office. The role combines high‑level technical permitting expertise with full‑lifecycle project management to deliver infrastructure projects on time, within budget, and to quality standards.

Key responsibilities

• Prepare, submit, and manage all permits, approvals, and documentation for land‑development projects involving highways, bridges, and public works.
• Lead pre‑application consultations, coordinate with municipal planning departments, and ensure compliance with zoning, building, environmental, and special‑use regulations.
• Oversee the complete permitting process, including review, hearings, issuance, and post‑issuance inspections.
• Mentor junior engineers, manage project teams, and maintain strong relationships with agencies, vendors, and stakeholders.
• Monitor project schedules, budgets, and quality metrics, proactively mitigating risks and resolving issues.

Required profile

• Licensed Professional Engineer (PE) in Puerto Rico with at least 10 years of land‑development experience.
• Extensive background in permitting, including zoning, building, environmental, and special‑use permits.
• Proven experience working with the Puerto Rico Federal Lands Access Program and related business portals.
• Demonstrated ability to manage complex projects for highway authorities and municipal agencies.
