About the role
Tetra Tech is seeking an experienced Procurement Officer to support the Puerto Rico Public Housing Administration’s Program Management Services for the Permanent Works Program (FEMA). The role ensures procurement processes comply with federal, state, and local regulations while maintaining transparency and proper documentation.
Key responsibilities
- Prepare, review, and verify procurement documentation for bid packages and contracts.
- Administer and document procurement processes for selecting qualified service providers, including environmental and technical contractors.
- Maintain organized procurement files and ensure compliance with competition requirements, cost analysis, and contractor responsibility determinations.
- Coordinate suspension and debarment reviews, conflict‑of‑interest evaluations, and contractor eligibility assessments.
- Support contract negotiations, award recommendations, execution, and ongoing administration.
- Monitor procurement records for audits, compliance reviews, and reporting, and identify procurement risks.
Required profile
- Bachelor’s degree in Business Administration, Public Administration, Accounting, Finance, Engineering, or a related field.
- Minimum five years of professional experience in procurement, contract administration, compliance monitoring, or related functions.
- Experience working with municipal governments, public agencies, or housing programs.
- Fluent in both Spanish and English (read, write, speak).
Required skills
- Knowledge of federal procurement regulations and 2 CFR Part 200 Uniform Guidance.
- Expertise in competitive procurement methods, cost and price analysis, and contract administration.
- Experience preparing and managing procurement files for audits and compliance reviews.
- Familiarity with contractor responsibility determinations, suspension and debarment procedures, and conflict‑of‑interest evaluations.
